The premise

Every resident has the same three questions: who manages my building, what am I paying for, and when was anything last repaired. The answers exist — scattered across departments, registries and PDF annexes. The platform collapses them into one public interface: type an address, get the record.

The named deployment: Zhytomyr

The city of Zhytomyr runs its housing fund on the platform: a searchable database and an interactive map covering more than 1,200 residential buildings and 560 management entities. Every building is a card — floors, entrances, apartments, year of construction, management form and company, tariff, heating supplier, waste contractor, capital-repair history — down to the civil-protection shelter type, a data field whose importance has needed no explanation since 2022. On the map, buildings cluster and colour-code by management form; residents report errors directly from any page.

The platform beneath

What began as one municipal brief grew into a standalone GIS platform. Its module set now covers clustered statistical display, chronological playback of data over time, animated raster layers, background cartograms, object and route animation, synchronised dual-map comparison, 3D objects on the map, and vector-layer rendering — the toolset municipal and commercial mapping products draw from.

Civic work, long horizon

Public-sector platforms live or die on the unglamorous parts: data custodianship across administrations, interfaces that survive staff turnover, and a system that keeps answering residents after the launch press release is forgotten. Eight years on, it still answers. Zhytomyr is the named deployment; the platform serves further municipal mapping deployments beyond it.
